TIMBERON DEVELOPMENT COUNCIL Minutes of the Meeting Held May 10, 2008 IN ATTENDANCE: Everett Putney Bill Gideon Elsie Gideon Ronny Rardin Rick Merrick B.F. Adams Gwen Adams Cal Tyler Mary Tyler Karen Martin Audrian Byarn Scott Millar Donna Millar Jackie Fioretti Dr. Martin Moore The meeting was called to order by President Everett Putney at 10:00 am. He welcomed everyone to the meeting. He asked if anyone would like the minutes read from the previous meeting. Gwen Adams made a motion to accept the minutes as submitted. Rick Merrick seconded the motion. The minutes were approved. Gwen Adams, Treasurer gave the treasurer's report. A motion was made by Rick Merrick to accept the report as given. B.F. Adams seconded the motion. The motion passed. Everett Putney asked if there were any bills to be paid. Bills pending totaled $50.03 to Everett Putney for fuel used at Mary Glover Park. Scott Millar made a motion to pay our bills. Donna Millar seconded the motion. The motion passed. Everett introduced candidate, Ronny Rardin who is running for Otero County Commissioner. Ronny previously served as Otero County Commissioner in District 3 from 1992 to 2000. The term is now four years and he would like to use his eight years of experience and be an advocate for the people of Otero County. He would like to hear what you want him to do. He can be reached on his cell (575) 491-8588 or his e-mail which is ronny_rardin@msn.com. He advised he is a Republican and lives outside of the city of Alamogordo. The following candidates are also running for this position: Dr. Martin (Marty) Moore, PHD., Republican from Cloudcroft and Delaney Barrett, Democrat from Weed. Bill Gideon spoke very highly of Ronny's qualifications and experience. Rick Merrick gave a report on the Independence Day Committee. They met Tuesday, May 6th at the Timberon Development Council Office. He advised the schedule is on track. The stage is still pending and we need venders and musicians. Fire issues are looming on us. A fire truck will be staged at the park and hopefully the volunteer fire department will have a fire prevention booth. Scott Millar advised the VFW Honor Guard is scheduled. The flag pole is an issue and the VFW may not be able to supply the flag. B.F. Adams volunteered to buy the pole and flag for $250.00 if someone would do the concrete work. After the meeting, Everett volunteered to provide the concrete and do the work. A schedule of events is pending, we need an MC (Master of Ceremonies), parking attendants and kids activities. Jackie Fioretti mentioned she has purchased a adult horseshoe pit game and a children's sport kit which includes horse shoes and several other games. A bulletin board to post events at the park was discussed. Everett Putney will ask Freddie De La Cruz if he would make directional signs to the park. Over Page 2 Everett read an article that was in the Mountain Times concerning the extreme fire conditions and the closing of the Lincoln National Forest on May 1st. He advised since the Timberon Development Council is no longer administering State Forestry Grants, we don't have any income and asked those present to think of ways the Timberon Development Council could raise operating capital. Timberon Parks. Everett thanked those who volunteered and worked on Saturday, April 12th at the Mary Glover Park. He mentioned those who worked are Everett Putney, Jackie Fioretti, Gwen Adams, B.F. Adams, Steve Griffith, John Howell, Linda Lea, Bert Rubinowitz and Walter Smith. Thanks to Richard Rodriguez who smoothed the ground where the tree stumps had been removed and to Walter Smith with his Bob Cat placing the logs along the new parking area. A $50,000.00 Grant Proposal has been submitted to the New Mexico Association of Counties to do additional thinning in the Timberon Parks. We should receive a response on this grant sometime in June. In kind for Deer Park was discussed. Scott Millar submitted a total of 15.83 hours he has spent on the weather station and the Timberon Development Council web site. There was discussion on how to pay Scott for all his time and asking him to be the Timberon Development Council's Webmaster. Gwen Adams made a motion to pay Scott Millar for sixteen hours at $10.00 per hour. B.F. Adams seconded the motion and it passed. Rick Merrick made a motion to make Scott Millar the TDC Webmaster and we will pay him to set up the web site and establish a monthly maintenance fee. Donna Millar seconded the motion and it passed. Timberon Airstrip - Everett mentioned the airstrip insurance is due. The county has tabled the proposal for Otero County to start paying for the liability insurance. After discussion, Donna Millar made a motion for the Timberon Development Council to pay the Airstrip Liability Insurance when the bill is received. Scott Millar seconded the motion and it was passed. Everett said he spoke with Bill Lee Parker, Otero County Road Superintendent since our last meeting. Bill Lee has scheduled to continue the work on the airstrip and the next mile of Sacramento the first part of June. He is also looking for a licensed person to spray the weeds on the runway. The weed killer should be sprayed one to two weeks prior to the final surface coat is put on the runway. Everett has asked the fire department to run their trucks up and down the runway, when they need to get the trucks out of the fire station, to help compact the surface. Everett advised the next meeting of the South Central Mountain Rural Conservation and Development will be held in Timberon on May 22nd at 10:00am at the TDC Office. Anyone from Timberon can attend that meeting. Scott Millar advised on Memorial Day, Susie Sims will give the Memorial Service to honor our war dead at 10:00am at the flag pole in the cemetery. Everyone is invited to attend. Gwen Adams advised there was a fire meeting (Fire, do you know what to do?) on May 15th at 11:00am at the Timberon Chapel. Everett Putney introduced candidate, Dr. Martin (Marty) Moore, PHD. who is running for Otero County Commissioner from district 3. Marty said his two main issues are fire and water. There are projects with the Forest Service that the communities are involved with and the County supports these efforts. Water issues are a large item. Infrastructure is falling apart in some communities. Environmentalists are putting additional restrictions on water and it is a county wide problem. The county will help on the technical side. He believes in wise investment with Page 3 the public's money. His personal goal is some type of economic stimulation in District 3 Communities - perhaps an Economic Development Ordinance. There was discussion concerning Timberon having an economic plan. A Community Action Plan is in place that was established in the year 2000 and needs to be updated. It was mentioned Timberon is a Colonia and being a Colonia has certain governing rights. Everett asked Donna Millar to look into the details and give us a report at the next meeting. There was further discussion and a Community Action Plan and Colonia Committee was formed as follows: Bill Gideon, Chairman; Rick Merrick, Scott Millar, Donna Millar and Gwen Adams. A drawing was held for those in attendance. Elsie Gideon won a set of ceramic jars and Audrian Byarn won a vehicle cushion. Scott Millar made a motion to adjourn and Gwen Adams seconded it. The motion passed. These meetings are held the second Saturday of each month at 10:00 a.m. at the Timberon Development Council Office, 1841 Sacramento Drive.
