TIMBERON DEVELOPMENT COUNCIL Minutes of the Meeting Held February 14, 2009 IN ATTENDANCE: Everett Putney Gwen Adams B.F. The Pledge of Allegiance to the flag was given followed by a prayer from Everett. Everett asked if anyone would like the minutes read from the previous meeting. A correction to the minutes was made in correcting the spelling of Larry Henson’s (President of the Golf Association) last name. Gwen Adams made a motion to accept the minutes as corrected. Rick Merrick seconded the motion and the minutes were approved. The Treasurer’s report was given by Gwen Adams. A motion was made by Jane Huisingh to accept the report. B.F. Adams seconded the motion and the motion was approved. Gwen read the bills which totaled $24.46. B.F. Adams made a motion to pay our bills. Linda Lea seconded the motion and it was approved. Everett Putney gave an update on the Timberon Airport. He met with Bill Nancarrow, Client Services Manager with Delta Aviation Consultants, Inc. on Thursday, February 19, 2009. Prior to coming to Timberon, Bill met with Otero County Assistant Manager, Ray Backstrom. There is aviation money available for shovel ready projects within New Mexico. There is a possibility that the Timberon Airstrip could be Asphalt instead of Chip & Seal. A $50,000.00 Engineering study is needed and money is available to do that. Otero County needs to change the Airport status from private to public and Bill will look into what form is required to do this. The airport liability insurance renewal was left with Ray Backstrom and he is looking into Otero County taking over this expense. It was mentioned if the management of the airstrip includes mowing each side of the airstrip we are doing a great job and it really looks nice. Everett mentioned Steve Griffith volunteers his time to mow the airstrip and Mary Glover Park and does an excellent job. Everett advised the fishing lakes at the Lodge is a project for TDC. He has spoken with Marty about this and with a soil engineer. Everett will take soil samples out of each lake to take to the engineer. It was advised TWSD, Timberon Water & Sanitation District, has records of water leakage for each lake. It was advised to dig down six to eight inches for the soil samples and don’t include any organic material. This is scheduled for 2:00pm this afternoon. Rick Merrick gave an update on the Community Action Plan (CAP). He thanked his committee for all their hard work on the project. He went over the agenda for the community meeting scheduled on March 14th following the Timberon Development Council Meeting at the Lodge. There will be six topics as follows: Recreation, Commercial Services, Communications, Fire Mitigation, Green Effects and Other. A letter was sent to TWSD to reserve the lodge for our March meeting at 10:00am and the Timberon Community meeting at 12:30pm on March 14th. over Page 2 The CAP Committee asked Everett to contact Stan Bulsterbaum to be the Facilitator for the March CAP meeting. Topic Facilitators are also needed and if you are interested please contact Linda Lea. The directional signs to get to the Mary Glover Park and furnished by Otero County will be mounted on wood and installed at a later date. Rick Merrick gave an update on the park thinning grant. The Mary Glover Park has been finished and he and Jim Ackermann will start on the Shallow Creek Park. Rick advised there are logs at the Mary Glover Park 30-35 ft. long and 10- 12-inches in diameter. These logs are available and free. Wood chips are also available. The Timberon Development Council requests anyone taking the logs and/or Wood Chips to keep track of their time and give it to Fran Trendler at 987-2433. The grant to remove these trees requires “In Kind Services” and anyone’s time spent removing the logs and/or chips will be counted for this grant. The Parks were given to Otero County by the developer of Timberon. The visions on the parks have just started. What is the purpose of the parks? It has been suggested Shallow Creek park could be used for horse riding because it is a long park. Restrooms that have a permanent aluminum shingle roof have been put in the Mary Glover Park which is a day park and doesn’t allow overnight camping. What would it take to get water at the Mary Glover Park? Otero County would have to send a letter to TWSD requesting water in the park which may or may not be metered. Judy Underwood advised Linda Lea’s UTUBE presentation of “Putting on the Lips” has received over 100,000 hits. You can reach this link via the Timberon.org web site. The third most hit page is the Land Page so people are interested in buying land in Timberon. Judy presented sample cookbooks as a fund raiser for TDC. She mentioned the Alamogordo Bank is using Cookbooks for a fund raiser and sells them for $20.00 each. After Judy’s detailed presentation she mentioned since we were a 501(c) 3 non profit organization, a down payment on the cookbooks when ordered is not required but the cookbooks would have to be paid in 90 days. Recipes could be solicited on July 4th and we could take advantage of regional events in the book. Linda Lea made a motion for TDC to endorse the cookbook and spend a maximum of $3,000.00 for the cookbooks. Jane Huisingh seconded the motion and it passed. Judy also presented a Timberon Development Council, Inc Brochure which lists some of our important accomplishments on the back. The donation of land by the TDC to provide a Volunteer Fire Department Sub Station needs to be included in the accomplishments. This will be done and presented at the next meeting. Jane Huisingh gave an update on the July 4th activities and thanked her 12 member committee for their quality events. Their next meeting will be Monday, February 16th at Jane’s house. She mentioned the Fire Department is considering a parade in addition to their traditional “Pancake Breakfast”. Jeremy will have his annual ATV “Poker Run” with a $7,000 ATV prize for the winner. He is also planning on two catering companies for food which will reduce our requirements for food venders. She mentioned our activities and needs volunteers. If you would like to help, please call her. Everett Putney is still checking on the Event Insurance. Gwen Adams gave an overview on her “Beautify the Lodge Entrance” project. She mentioned a couch has been donated. The fireplace Irons have been cleaned. The Cornice Boards need to be covered with material or wallpaper. Rough lumber for the book shelves need to be purchased which will cost approximately $150.00. The bulletin board will be revised. Linda Lea made a motion to spend up to $175.00 on the wood for the book shelves. B.F. Adams seconded the motion and it passed. Page 3 Everett Putney mentioned the Angel Food Ministries food program has a new location at the Senior Citizens Building in Cloudcroft. Charlie Ross gave a report for the audit committee. One month in each quarter was audited for accuracy and receipts for 2008. December 2008 was audited and the check register balance agrees with the bank statement ending December 31, 2008. Jackie Fioretti thanked Kent Huisingh and Charlie Ross for volunteering to complete the audit. Rick Merrick advised the Fire Danger is High and we need to keep our heads up on Fire Safety. It appears we will have a long hard fire season. Keep in mind what it will do to us July 4th. Gwen Adams mentioned Chris Murtishaw put together an emergency list of things to take with you when asked to vacate your house in a fire emergency. This list is available at the Fire Department. It was suggested everyone should take photos of their home inside and outside and the contents in case of a fire. Bert Rubinowitz advised he will be meeting with David Hughes, who is with ENMR PLATO, in Timberon next Thursday to discuss future cell communications in Timberon. Gwen Adams made a motion to adjourn and B.F. Adams seconded it. The motion passed and the meeting adjourned at 11:55am. The March meeting will be held on Saturday, March 14, 2009 at 10:00 a.m. in the Timberon Community Lodge. These are open meetings and everyone is invited to attend.
