TIMBERON DEVELOPMENT COUNCIL Minutes of the Meeting Held July 11, 2009 IN ATTENDANCE: Everett Putney Rick Merrick Fran Trendler Frank Bullard Peg Bullard Cal Tyler Mary Tyler Gwen Adams Karin Mainello Joe Mainello Jane Huisingh Cheryl Miller Burt Rubinowitz Linda Lea Stella Griffith Jackie Fioretti The meeting was called to order by President Everett Putney at 10:05 AM. A prayer was given be Everett Putney and allegiance to the flag was given by all. Everett asked if anyone wanted the minutes read from the last meeting. A motion was made by Rick Merrick to accept the minutes as submitted, it was seconded by Frank Bullard. The minutes were approved. A tentative Treasurer?s report was submitted by Fran Trendler. As of this date, we have not received the bank statement for June. A motion was made by Peg Bullard and seconded by Jane Huisingh to accept the tentative report as given. Motion approved. Bills for June totaled $3,717.30 which included the purchase and delivery of the new rotary mower for the tractor. Rick Merrick made a motion to pay our bills and Cheryl Miller seconded it. Motion approved. Rick Merrick, Vice President thanked Steve Griffith for mowing the airstrip, airstrip apron and the Mary Glover Park. A job well done! It looks very nice. He also thanked Everett Putney for helping Steve with the mowing. He mentioned the government has spent a lot of money on fire buffer zones and 71% of it was spent on private land. He thanked Otero County for doing a great job paving on the next part of the road and recommended a thank you letter be sent to the commissioners. Jackie will send a copy of the Commissioner?s meeting schedule to B.F. Adams. Everett Putney advised rocks need to be picked up along the runway on the west side. We need someone with a front end loader to help and a dump truck. He advised we have requested a copy of Ruidoso?s ordinance for mandatory tree thinning. He also mentioned someone has shoved logs off the pedestals in Mary glover Park and will be requesting a sign from the county to say anyone caught vandalizing the parks will be fined a specified amount of dollars. Jane Huisingh gave a report on July 4th Western Days. The rain held off and it was a great success. We don?t have a final monetary amount yet but we made money. The crowds were heavy until noon and then it slowed down. Positive remarks were received from the venders and some of those who attended. There was plenty of food. Joe Mainello advised as an observer, everything was great and he enjoyed it. There was plenty of parking, good food, entertainment and advertising. Jane thanked Linda Lea for all her work on the advertising. Jane advised the committee would like to hold it again next year and will TDC (Timberon Development Council, Inc.) sponsor the event next year? After discussion, Rick Merrick made a motion for TDC to sponsor a July 4th event. Fran Bullard seconded the motion and it was approved. Jane advised to please give any comments or suggestion for next year to the committee. The grounds need to be leveled at the Lodge. Electricity and Water for Mary Glover Park was also discussed. Jackie mentioned the Home Extension Club and in particular Gwen Adams worked very hard at the Page 2 Turkey Leg booth and recommended TDC give them a donation. After discussion Fran Trendler made a motion to give the Timberon Home Extension Club a donation of $633.00. Linda Lea seconded the motion and it was approved. Rick Merrick advised he cleared the apron on the airstrip of trees and scrub oak etc. for $500.00 and Otero County will pay for it. Everett Putney advised there is $3,800 remaining on the parks grant from the BLM (Bureau of Land Management) administered by the NMAC (New Mexico Association of Counties). We received approval to spend that money in one week to clear the right of way of trees, scrub oak etc. from the intersections. Rick advised twelve intersections have been completed. The Timberon Development Council, Inc. thanks the Bureau of Land Management and the New Mexico Association of Counties for this money. Rick advised he has been getting a lot of favorable comments on the intersection clearings. One lady even gave him a new safety vest to replace the shabby one he was wearing. There is money left from another BLM grant we will use for the intersection project. If you know of an intersection that needs to be cleared call Rick Merrick. Rick advised he also did $400.00 of in kind on a couple of intersections. On going maintenance was discussed. WalMart brush killer was mentioned along with asking the county to come in with their equipment down the road. Cheryl Miller mentioned we have to be careful with chemicals as they are harmful to plants and pets. Rick advised Jim Miller, Will Travel Photography, located in Ruidoso, NM gave us a quote of $1,400,00 to produce the fire safety video which included a trip to record it. It will cost 80› to copy each DVD. If we were to print 1,000 DVD?s they would cost $800.00 and that would leave us money for the mail outs. It was recommended we do selective mail outs with the DVD?s. Rick Merrick advised the CAP (Community Action Plan) Committee was through with their project. He thanked Linda Lea, Judy Underwood, Gwen Adams and Lil Devine for all of their work. Jackie Fioretti advised preliminary copies of the CAP have been given to those who will be signing the CAP. Jackie will email a copy to Joe Mainello. Everett Putney mentioned he will be contacting Linda Ledesma, economic development, about benefits for this community which will include housing, water, sewer and roads. The latest report is grants were not given to Otero County. Joe Mainello advised the water district is made up of two entities, roads and water enterprise. They are looking at solutions for the water enterprise. Money is drained out of the Parks and Recreation funds. Everett advised Stella Griffith has volunteered to research grants for the community but she will not write the grant. It was mentioned Betty Arnold would help write the grants. Rick Merrick mentioned he would like to clarify a rumor. We have not lost any money for tree thinning. We won?t hear about the tree thinning grant until the end of July or sometime in August. TDC is in the process of several projects. Designing and installing airstrip tie downs and we need recipes for our cookbook. TWSD is in the process of experimenting with the bentonite for the lower lake at the lodge and a cat is sloaping the sides of the lower lake. Rick mentioned ?Go get your firewood? at the Parks. TDC LOGO CONTEST ? Rick Merrick made a motion for TDC to have a LOGO contest and give $25.00 to the winner. Peg Bullard seconded the motion and it was approved. The deadline is September for entries. Page 3 The next meeting was discussed. Due to a prior commitment, Everett Putney, President and Jackie Fioretti, Secretary will not attend the meeting scheduled for August 8th. After discussion, Burt Rubinowitz made a motion to reschedule the August meeting to August 15 at 5:00pm with a pot luck dinner and TDC will supply the roast beef. Frank Bullard seconded the motion and it was approved. Announcement ? The Veterinarian will be at the fire station today, July 11th from 2-4 pm. Linda Lea announced Labor Day weekend on September 5th there will be 10-15 tables in the caf‚ area at the Lodge for local artists to display their products. It will be called ?Labor of Love Artist Showcase? and will be Sunday afternoon and prior to ?Putting on the Lips?. If you are a local artist and interested please contact Linda. Frank Bullard made a motion to adjourn at 11:55 am. Burt Rubinowitz seconded the motion and it was approved.
