TIMBERON WATER & SANITATION DISTRICT MINUTES FOR THE MEETING OF APRIL 16, 2005 A regular meeting of the Timberon Water & Sanitation District Board of Directors was held on April 16, 2005 at 10:00 AM in the community center. Board members present were Joan Schug, Betty Phillips, Larry Hanson and Sid Benson. Tom Tannehill was absent. Minutes of the March 19h of 2005 meeting were read and approved. Betty Phillips read the Treasurer's Report for March of 2005. Old business: Betty Phillips moved to approve the Personnel Policy with pay at two and one half times on holidays. Sid Benson seconded the motion. Betty, Joan, and Sid voted in favor of Resolution 04/05-010 and Larry Hanson opposed it. Betty Phillips explained that the pool repair contractor also needed to level the pool before he repaired the skimmers so that they would not break again. She moved to have both items done in September under the current bid. Sid Benson seconded the motion. The contractor will honor the same bid prices. Betty Phillips, Joan Schug and Sid Benson voted in favor and Larry Hanson opposed. New Business: Golf fees were discussed and the board felt that the Recreation Committee should make recommendations to them. Betty Phillips moved to use the current fees until a long term plan could be devised by the committee. Once again, Betty Phillips, Joan Schug and Sid Benson voted in favor and Larry Hanson opposed. Betty Phillips presented a preliminary Infrastructure Capital Improvement Plan from the Budget Committee. The board unanimously approved it. Betty also reprted that the budget committee recommended that the tax levy be kept the same as last year. The next budget meeting will be on April 26th and everyone is welcome to attend. A ribbon cutting ceremony was discussed for the new road into Timberon. TWSD will sponsor it. June 30th was suggested as a tentative date. The Board unanimously agreed to sign a title bond for the water truck that will be transferred to Otero County. Sid Benson suggested re-instating a one time exemption for large water leaks. The issue will be referred to the Water Rules Committee. Susan Quick still owes TWSD $850 for a settlement with TPOA. Bill Gideon will send a registered letter to her to pursue further payment. Betty Phillips moved to close session to discuss threatened litigation (pursuant to NMSA 10-15-1, H-7) and Sid Benson seconded. The chairman conducted a roll call vote and the board unanimously voted to close the session. The meeting was reopened and Joan Schug announced that only litigation was discussed and no action was taken. Bill Gideon presented the Manager's Report. Gary Goss presented a report on the NM Rural Water Association conference in Albuquerque that he and Scott Cummings attended. He was elected to their board of directors and will be traveling to Washington DC on behalf of NMRWA. Bill McCullough and Richard Rodriguez have assessed the task of sealing the fishing lakes at the community center. They need to clear trees in the area first and will need a lot of volunteers. Everett Putney reported that the Forest Service has looked at the property and will look into grant money available to clear all of the lodge property as well as other parks in Timberon. Committee Reports: Becky Lynch announced that the Parks and Recreation Committee will hold a meeting next Tuesday at 10:00 am. Please see Richard Rodriguez or Bill McCullough if you want to volunteer at the lakes. Fran Trendler thanked Nellie Spence and Steve Griffith for helping her paint the annex. Along with TDC, the Ladies Home Extension Club and the Lions Club will help pay for the new drapes. TDC will sponsor two children from Timberon that would like to attend a five day forestry camp in Cuba, NM. The parade committee needs volunteers. Director Remarks: Larry Hanson reminded everyone to attend the Concerned Citizens meeting at 1:30. Sid Benson expressed appreciation for the large audience. Joan Schug also expressed appreciation for the large audience as well as the order that was kept. Betty Phillips suggested that the board consider lowering the proposed meter install price to settle the hearing with the PRC. Bill Gideon was authorized to offer a $700 meter installation price. Agenda Request: Virgil Beagles insisted that TWSD did not have to hire lifeguards for the swimming pool. He also stated that the Concerned Citizens meeting later that day did not have anything to do with his Concerned Citizens organization. He feels that Senate Bill 863 will not have a bad effect on TWSD. It allows any person registered in the state the right to vote in TWSD elections. It also allows economic development so that TWSD could take over the tree thinning projects that TDC currently administers. The meeting was adjourned.
