TIMBERON WATER & SANITATION DISTRICT MINUTES FOR THE MEETING OF OCTOBER 15, 2005 A regular meeting of the Timberon Water & Sanitation District Board of Directors was held on October 15, 2005 at 10:00 AM in the community center. Board members present were Joan Schug, Tom Tannehill, Betty Phillips, Larry Hanson, and Sid Benson. Joan Schug deleted Use of Tank 5 Property and Pool Repair Bids from the agenda and moved the reading of the bylaws to the end of the meeting. Minutes of the September 17th of 2005 meeting were read and approved. Betty Phillips read the Treasurer's Report for September of 2005. Bill Gideon presented the General Manager's Report. Old Business: Betty Phillips moved to approve Resolution 05/06-004. TWSD will foreclose on properties that have never paid their standby fee and properties that have a lien against them for an outstanding water bill. Sid Benson seconded the motion and it passed unanimously. New Business: Betty Phillips moved to accept a Memorandum of Understanding with Otero County for $6,000 per year to assist with trash hauling from Timberon. Joan Schug, Betty Phillips, Sid Benson and Tom Tannehill voted in favor of the motion. Larry Hanson abstained from voting. Betty Phillips stated that the 05/06 Budget will need a second adjustment because of rising fuel prices and legal costs. It will be ready by the next Wednesday meeting. A resolution to define the 2006 biennial election was read. Tom Tannehill moved to table it until he could talk to the Otero County clerk about conducting the election. Sid Benson seconded the motion and some discussion ensued. Sid Benson, Joan Schug, Tom Tannehill and Betty Phillips voted to table the resolution until the next Wednesday meeting. Larry Hanson voted against the motion. The second reading of the new bylaws was done and public comment was allowed. Committee Reports: The board unanimously appointed Tom Tannehill to head a Road committee. The purpose of the committee will be to determine materials, manpower and funding to fix the roads in Timberon. If anyone is interested in helping, he is actively recruiting committee members. Director Remarks: Joan Schug thanked everyone for coming. Tom Tannehill expressed his appreciation to everyone that attended the meeting even if they don't agree with the board. Betty Phillips thanked Joan Schug, Fran Trendler and her cousin, and Pam Chamberlain for helping her mail the standby payment demand letters. The meeting was adjourned.
