TIMBERON WATER & SANITATION DISTRICT MINUTES FOR THE MEETING HELD ON DECEMBER 21, 2005 A meeting of the board of directors of the Timberon Water and Sanitation District was held on December 21, 2005 at 10:00 A.M., in the community center. Board members present were Joan Schug, Larry Hanson, and Sid Benson. Tom Tannehill and Betty Phillips were absent. Sid Benson moved to accept the Sierra Transportation Contract renewal adding that if fuel goes below $1.59 per gallon, TWSD will realize a decrease adjustment. The motion was seconded by Sid Benson. The contract was accepted by Suzie Sims as a representative of Sierra Transportation. Joan Schug and Sid Benson voted in favor and Larry Hanson abstained from voting. Debbie Goss read Resolution 05/06-008 changing the Wednesday meetings to a work session at 6:00 pm on the Wednesday prior to the Saturday meeting. Bill Gideon pointed out corrections to to the resolution in Items 4, 7 and 8 and Sid Benson agreed to accept them with his motion. Larry Hanson seconded and the motion passed unanimously. Bill Gideon presented a petition signed by a majority of TWSD employees desiring to be represented in collective bargaining by the State Employees Alliance of the Communication Workers of America. Gary Goss and Bob Troublefield acting on behalf of the employees to request a voluntary recognition of their union organization. Sid Benson expressed concern that wages comparable to Albuquerque and Santa Fe would not be expected. Larry Hanson questioned the legal right of the employees to have a union. Kevin Mulligan presented some background information about SEA-CWA. Larry Hanson asked if the employees attending the meeting were on the clock. Bill Gideon supported them being there. Suzie Sims asked the employees why they felt they needed a union. Some employees have felt that their jobs have been threatened for no valid reason. B.F. Adams stated that he has been a member of CWA for over twenty seven years and thought highly of the union and his association with it. He urged the board of directors to accept CWA. Glenda Gentry requested that the issue be tabled until the community could comment. Debbie Goss read resolution 05/06-010 recognizing SEA-CWA. Sid Benson moved to voluntarily accept the union and support the resolution. Joan Schug seconded the motion. Gary Starr created a disturbance by badgering the board, general manager and members of the audience. When the meeting was brought back to order, a vote was taken and Sid Benson and Joan Schug voted in favor and Larry Hanson voted against the motion. B.F. Adams apologized to Glenda Gentry for spreading rumors if she wasn’t the person that initiated a petition to remove board members. The meeting was adjourned.
