TIMBERON WATER & SANITATION DISTRICT MINUTES FOR THE MEETING HELD ON FEBRUARY 15, 2006 A meeting of the board of directors of the Timberon Water and Sanitation District was called to order on February 15, 2006 at 6:00 P.M., in the community center. Board members present were Joan Schug, Sid Benson, Scott Millar, Tom Tannehill, and Betty Phillips. Joan Schug announced the Board held a closed session at 5:30 pm. (Sid Benson did not attend.) The general manager's performance was discussed and no action was taken. The general manager's report, minutes and treasurer's report will be presented at the Saturday meeting. Bill Gideon explained that at Virgil Beagles request, mediation had been set up to solve some of the differences between him and TWSD. After arrangements were made, Mr. Beagles called back to say that he did not want to mediate. The union representative will be in to negotiate a contract for the employees on March 2nd or 3rd. This item will be on the Saturday agenda to authorize Bill Gideon and Betty Phillips to negotiate for TWSD with final approval by the board of directors. Betty Phillips stated her reasons for requesting that a board member sign checks was she felt it is a fiscal responsibility of the Board. The auditor and Department of Finance and Administration were pleased with TWSD operations and the new policy was not an issue of employee trust. Betty Phillips urged the directors to review the restaurant lease and meter reader contract renewals and be prepared to vote on Saturday. Shirley Mohon will be at the Saturday meeting to request a line extension on Summer Drive. Joan Schug requested that the board form a committee to discuss ways to operate the golf course. Tom Tannehill explained the pending litigation. As a result of a court of appeals decision, T.W.S.D. will have to cut their tax levy by 61% if Judge Valentine rules against the District. It will cut the General Fund revenues from $360,000 to $140,000. This subject will not be placed on the Saturday agenda. A parks and recreation committee needs to be set to suggest fees for the pool and golf course. Fran Trendler requested that a Memorandum of Understanding be placed on the agenda. This agreement would allow Timberon Development Council to use property off Rio Pinar Drive for chipping and grinding slash. The meeting was adjourned.
