TIMBERON WATER & SANITATION DISTRICT MINUTES FOR THE MEETING HELD ON MARCH 15, 2006 A meeting of the board of directors of the Timberon Water and Sanitation District was held on March 15, 2006 at 6:00 P.M., in the community center. Board members present were Joan Schug, Scott Millar, and Sid Benson. Tom Tannehill and Betty Phillips were absent. Joan Schug clarified a misunderstanding about directors being given the floor to present an agenda item. She does not discuss a particular issue with the board member, but her and Bill Gideon decide who should present each agenda item based on the director who requested it be placed on the agenda or who has the best information to address the issue. The General Manager’s Report, minutes and Treasurer’s Report will be read on Saturday. Sid Benson commented on the length and tedium of the employee contract negotiations. He felt there was a good working agreement. He went on to thank Joe Wheeler and Ken Bradshaw for helping with negotiations. A letter of Understanding will be on the Saturday agenda to clear up any questions about Debbie Goss’s qualification to be in the union bargaining unit. She will become an hourly employee. Scott Millar read a proposed change to the Personnel Policy, Article 809, Paragraph 10. A discussion ensued about drug testing. The issue will be on the Saturday agenda. The 2004/2005 Audit has been received. The audit was clean. It will be presented on Saturday. Bill Gideon presented the engineering contract costs for the water system improvement grant. He will ask the directors to approve it and designate authority to him to sign the contract on Saturday. An agreement with NMED will be voted on Saturday to receive a free water system intrusion and attack test kit. Joan Schug announced that Betty Phillips has turned in a letter of resignation. TWSD has 30 days to appoint another director. Sid Benson requested that a closed session to discuss pending litigation be placed on the agenda for Saturday. The 40 Year Water Plan Committee will not be placed on the agenda for Saturday. The Parks and Recreation Committee does not have any volunteers yet. The Golf Course Committee consists of Barbara Troublefield, Arden and Joan Schug, Bill Curtis, and Jesse Duckett. They met once and will have a report for Saturday. Lin Foster, Peggy Goss, Johnny Ebbs and BF Adams were suggested to volunteer for the Parks and Recreation Committee. Directors Remarks: Sid Benson stated that he will donate the difference between a 10 mil tax levy and a 26 mil tax levy to help pay TWSD expenses next year. He urged others to do the same if the tax levy must be reduced to 10 mils. Scott Millar and Joan Schug thanked the audience for their attendance. The meeting was adjourned.
